create architecture documentation

tasks:

• create ARCHITECTURE.md file in project root
• add high-level description of architecture
• add descriptions in format similar to architecture decision records to describe most important decisions made: kappa-style multiwriter, capabilities-based authorization, etc.
  • this will be an ongoing task as each feature is implemented so this issue can be closed once we've got this started
