Which area/kind this issue is related to?

Issue Description

since #580 has been merged. devfile/library should make changes to adopt outer loop support

  • adopt latest devfile/api pkg and latest 2.2.0 devfile schema (done in support concrete schema version library#117)
  • update helper functions for the new component and command type
  • update unit tests to test with the new component and command type
  • create a new devfile/library release for outer loop support
