Privilege thresholds

Hey guys, I tried to set the privilege threshold for managing threads down, but it would not accept a value of 10. It looks like its not saving the value.

Looks like manage users and create pinned topics settings werent used. I removed them. Manage topic and manage thread settings in the admin page weren't tied to any meta setting, so I added those.

Manage topic gives acces to thread tools(move,pin,delete)
Manage content gives accces to post tools (edit, delete)
