Looking for feedback on adding .tool-versions support for Ruby applications

This discussion is about a pull request #9070. Since version 2.4.19, Bundler supports specifying Ruby version via an external file:

ruby file: ".ruby-version"

In version 2.4.20, support for .tool-versions was added. Unfortunately, Dependabot only allows the first approach, downloading .ruby-version as a support file.

I think additionally downloading .tool-versions would provide a benefit of Dependabot allowing the same mechanisms of specifying Ruby version as Bundler (see Specifying a Ruby Version).

Is there anything I help with to push the change forward?
