Document use of supplemental status for VBA

Once the supplemental status approach is engineered, it will need to be documented for future engineers and members of the facility team.

• Documentation is added to the TEAM repo markdown describing the what and where.
• Content Model Documentation is created that describes the what and the where for Supplemental Status in general
• Content Model Documentation is created that describes the what and the where for VBA and links to the TEAM repo article.

Supplemental status isn't currently used in VBA

@davidmpickett @omahane I think this ticket ended up in the Operating Status updates epic due to weird ZH > GHP migration stuff. But I also think it's true that:

• Supplemental status doesn't exist anymore post-COVID
• We didn't use it on VBA
• This ticket can close?
