VLJ Support: New task action for return to POA

User or job story

User story: As a VLJ Support user, I need to be able to return an IHP task to a POA when there is an error in the IHP, that way the IHP is not routed to the attorney until it is error free. (Similar to the Return to Attorney task)

Acceptance criteria

• Please put this work behind the feature toggle: IHP_Notification
• This feature should be accessible to the following user groups: VLJ Support
• Include screenshot(s) in the Github issue if there are front-end changes
• New task to return task to POA added to the actions drop down
• Modal includes instructions field
• Modal automatically assigns to the POA user that completed the original IHP task, if user is no longer active the task will be assigned to the organization as unassigned

VLJ Support now has the ability to return a task to a POA for IHP corrections.

Background/context

Similar to the Return to Attorney tasks VLJ Support needs the ability to reopen a task for a POA if corrections are needed on an IHP.

#14977 may be a duplicate. We could implement this as "if an IhpColocatedTask is assigned to a vlj support team member, they should have a task action to create an IHP task for a vso." If the veteran has a VSO on file or one that had a previous completed IHP task, that VSO is prefilled in the assign to modal.
