Motion to Vacate | Granted | Create vacated decision issues

User or job story

When a judge grants vacature on issues, it creates new request issues for that decision, and those issues are being decided with a disposition of "vacated".

Acceptance criteria

• The request issues contesting the vacated decision issues automatically get decision issues with the disposition of "vacated"
• The decision issue description is "The following decision has been vacated: [request issue description]"
• The decision issue fields follow current patterns for populating other fields
