Configure ArgoCD cut over for Prod cluster all services

Up to this point, we’ve set up the ArgoCD deployment for all services for the non-production cluster (environments: dev, qa, sandbox). This ticket is to advance to the remaining environments in the production cluster.

Acceptance Criteria

1. All services are deployable to environments prod-test and prod via ArgoCD
2. secret values needed by the deployment are retrieved from Vault with no manual intervention (we have another ticket for this - 3037 - to be decided on in the migration strategy #3042)
3. the deployed prod instance responds to requests as expected
4. Documentation in va-abd-rrd-argocd-applications-vault is updated with tips and lessons learned.
