Verify BIP service secrets in dev environment

Why

The BIP service has not yet been deployed to dev environment, so we need to verify the secrets in those envs to ensure they're working.

Acceptance Criteria

• BIP keystore/truststore secrets have been verified in dev environment
  • If not available contact LHDI to generate the certificate and run scripts to create vault secrets.
• Update documentation in the wiki

Existing wiki page is outdated, the VA-Internal-S2-RCA1-v1.crt and VA-Internal-S2-ICA4.crt certificates are no longer valid according to my curl command verification in the dev k8s pod.
The correct certificate file should be AllVAInternalCAs.p7b and I have modified the script file to use this file to generate keystore/truststore files now.
