Initial creation of Minio operator package and tenant deployment options

Started working with @robmcelvenny to expand/improve on the minio package for minio operator he had started making in the dash days org https://github.com/defenseunicorns-dashdays/uds-package-minio. We need to do some refactoring and maturing of that in line with the other support packages SWF has (such as postgres operator).

3. Add netpols and templating in package CR in config chart
4. Add back in tenant chart with overrides for single node vs scalable
5. Add Cross namespace secret copying similar to what is in the Valkey package
6. Add registry1 Image Flavor
7. Mitigate the need for the peer auth exception that was used in the previous dev-minio package
8. Add documentation and configuration.md
9. Add tests
10. Add issues to repos consuming dev-minio to upgrade to operator.
