This bug can be reproduced on current production.

Introduced by #2622

Steps to Reproduce

  1. Go to https://proposals.decred.org/record/6db3c4e
  2. Click on Available Downloads dropdown
  3. Click on "Votes Timestamp" (which should be renamed to "Votes Timestamps"
  4. You'll se the following error:
