Dependency resolution fails.

$ cd politeiavoter/                                                                                                                                                                           
$ go install
go: github.com/marcopeereboom/[email protected] requires
        github.com/golangci/[email protected] requires
        github.com/go-critic/[email protected]: invalid pseudo-version: does not match version-control timestamp (2019-01-08T19:27:14Z)

More details:

golangci-lint's maintainer has been MIA for 6 weeks.
