mm: Show more descriptive message when token withdrawal on certain network not available

When I try to arb with polygon USDT and withdrawals are not available on polygon, the balance shows 0, which is misleading.

Also, the market making config cannot be deleted in this condition because the mmsettings page cannot be loaded.

We should add a button to remove a bot config to the main mm page.
