Stop scheduling, and optionally cancel all existing, jobs of a particular type (or all jobs).

Does this need to be a read from the database on every issued job? Hard to guarantee that all servers see the signal at the same time otherwise?

Or is it good enough to have a server instruction channel that all servers listen to?
