Add CircleCI and CodeClimate

This is a missing feature

🎩 Description

@jsperezg can you please integrate CircleCI and CodeClimate for this repo? Otherwise we don't know if the tests are correctly passing or not, and we cannot ensure the code to follow the same styleguide as the main decidim repo does.

Copy the config files from decidim-initiatives, for example.

These files already exists. The problem is that I don't have owner access level for decidim repository and thus this repository do not appears in code climente / circle ci when I login with my account.

I think you should enable it.
