Hello, how can i translate tax name? I vant to translate VAT to PVM.

In the WooCommerce settings page where you configure the VAT for your country (the settings page shown in this screenshot http://pasteboard.co/90he6JjGj.jpg), simply change PVM to whatever you want to show. If you have different country, you can have different names per country.

But how change name based on website language ? I have en_US and lt_LT translations.

This plugin, neither the original Plugin from Hyyan support what you want to achieve.

I'm not a tax expert, but my understanding is that an online shop needs to should the right tax value and name in the country where the shop is based for physical goods. This is independent of the language is being displayed.
For virtual products (typically digital product that are not shipped but can be downloaded), in the Europe Union, needs to show the tax value and correct name of the country of the buyer. Outside of EU, I don't know the rules.

This is how I have my shop setup, and can only advise you to check with a accountant what are the tax rules for ecommerce shops in your country (where you have your shop based).
