Is your feature request related to a problem? Please describe.
Just as with Devcontainers, we should implement a Devfile builder that users can use to automatically configure Devfile projects based on a configuration present in their repository.

Additional context
We should discuss if https://odo.dev/ can be leveraged similarly to how we use the devcontainers CLI.
