I'm thinking of having a go at this shortly.
Any thoughts on how this should work?
Scan across the current band using the current frequency step? Scan across memories ? Use the squelch setting as the threshold?
how do we map pause, continue (reverse?) onto the buttons?

For scanning I would say:
Back gets you out of scanning mode? rotary right to continue scanning up? rotary left to continue scanning down?
Back gets you out of scanning mode?
rotary right to continue scanning up?
rotary left to continue scanning down?
For scanner mode, yes, this seems reasonable.
