A possible perturbator, given an ATE $a$:

$w_1$% of the treated get an uniform increase of $a_1$
$w_2$% of the treated get an uniform increase of $a_2$
...
$w_n$% of the treated get an uniform increase of $a_n$

Such that $\sum \frac{w_i a_i}{100} = a$

A particular case of this is one where we only perturbate observations with a certain flag = True
