build: update tenderdash to 1.1.0-dev.2

Due to Tenderdash bug, some validators might not have connectivity to other validators, and not receive consensus messages (votes, etc.).

What was done?

Update Tenderdash to 1.1.0-dev.2 which contains a fix.

How Has This Been Tested?

Deployed on devnet and ensured that consensus works there.
