Issue being fixed or feature implemented

We need to explicitly authenticate in AWS to use static self-hosted runners since they don't support roles (role-to-assume).

What was done?

  • Updated AWS authentication actions
  • Checked if protoc already installed (we have it on static runners)

How Has This Been Tested?

Running CI
