fix(drive): add validation that an identity can not apply to be a contender in a contest twice. #1923

Issue being fixed or feature implemented

We found that if a contender tried to be in a contest twice validation would let it pass only for drive to reject it at the db level.

Added validation to make sure we are not a contender when trying to register for a contest.

I have performed a self-review of my own code
I have commented my code, particularly in hard-to-understand areas
I have added or updated relevant unit/integration/functional/e2e tests
I have added "!" to the title and described breaking changes in the corresponding section if my code contains any
I have made corresponding changes to the documentation if needed
