Originated from #591.

There are C++11 features that will be used in DART 6.0 or later (e.g., constexpr), which are supported by VS2015 (not by VS2013). As VS2015 is readily available (VS2015 community edition is free for everyone), it would be fair to make VS2015 the minimum requirement.

VS2015 is now the minimum requirement for DART 6.0 (including the current master branch).
