Design request: display note not found

What happens
Sometimes

1. notes are not found (and do not display; see Missing parent note #2274), or
2. notes appear to be perpetually loading (see Missing parent note #2274 (comment))

Design exploration

1. How might we indicate that a note is not found, Damus tried to find it, and Damus stopped looking for said note
2. What might the messaging be "could not find not"
3. What might a hint look like "try searching instead on relay X; search engine Y; etc
