Ability to add a custom log handler to dagster-daemon and dagster-webserver

What's the use case?

I would like to send all logs to a customized solution, I have a handler that I can attach to usercode server, but it is unclear how I can add that to daemon and dagster-webserver.

Ideas of implementation

A small example in docs.dagster.io under deployment OSS of

• a config file for deamon and webserver with logging level, and possibly additional handlers. , or
• extended config in dagster.yaml like https://docs.dagster.io/concepts/logging/python-logging#configuring-python-log-handlers-
