we can check the status of a Circle workflow via its API to determine when all visual testing jobs have finished (one way or another) and then the long-running job can call Percy to finalize the build

The code for this is done in cypress-io/cypress#3968, but has yet to be released.
We'll update this issue and reference the changelog when it's released.
