Full support for the darwin-arm64 architecture, on parity with other architectures supported by Cypress.

Tasks:

  1. Set up M1 CircleCI Runners: INFRA-132
  2. Configure M1 CircleCI workflows: Native support for Apple Silicon (M1 / arm64 architecture) #19908
  3. Update CLI/download server to obtain arm64 builds: https://github.com/cypress-io/cypress-services/pull/4585
  4. Create linux-arm64 builds (for M1 Docker): Provide binary for arm64 architecture (Linux) #4478
  5. Create multiarch docker images for M1: Impossible to install with docker for mac M1 (linux/arm64/v8) cypress-docker-images#431
