the suggested way to switch a raspberry pi video output from ntsc (default) to pal is to power down the unit, remove the sd card and put this into a computer, then open the config.txt file inside the boot partition.
in here you need to change the sdtv_mode from 0 (ntsc) to 2 (pal) - then save the file, eject the card and return it to pi to power back on.
for many years this method worked fine. however recently i have noticed that when i do these exact steps now often when booting back into the pi it just hangs on a black screen with a little cursor in the top left - nothing happens...
i found reflashing the image and setting pal mode before first power up worked fine... but its not ideal !
