CVAT new UI: changing the label configuration does not reflect in new UI

Expected Behaviour

When labels description is changed either using the "Constructor" or "Raw" options, the changed labels should reflect in the New UI

Current Behaviour

Changing the label configuration in the Task details page does not reflect as a change in the labels while using the new UI. However, the changes do reflect in the old UI

Steps to Reproduce (for bugs)

1. Create a test task with a set of labels
2. Add a new label in using the constructor
3. Check if the new label reflects in the options when drawing a shape in the New UI

• Docker version docker version (e.g. Docker 17.0.05):19.03.8
• Are you using Docker Swarm or Kubernetes? No
