cue modules dependency management

In the cue, the capacity of language can be expended via import. However, there was not a good tool to do dependent management, and it`s usually dependent on saved files in local “cue.mod pkg”. Here come a strong needs of version management since I want to do dependent download which is similar to “go mod” in a large scale cooperation situation. Thus similar activities is planned here and then raise a pr. What about opinions?

There is a cue mod sub command planned but not scheduled (afaik)
