3.0.0 - BeforeAll, AfterAll not setting timeout

Hi,

We are busy upgrading to 3.0.0 and noticed that the new BeforeAll and AfterAll hooks are not setting the timeout as passed.

BeforeAll({ timeout: 10000}, function(callback) { setTimeout(callback, 9000);});

Expected to callback, got:

VError: a BeforeAll hook errored, process exiting: tests\features\support\hooks.js:333: function timed out after 5000 milliseconds
