Show warning when JS is disabled #3639

I noticed that when JS is disabled in browser some parts of control panel dont work, for example lightwitch fields.
I think some kind of warning could be displayed by <noscript> tag (or other method) in such situation.

There is a warning already, it’s hidden below the fold though.
