Description

When you go to create a new user, if you click Permissions tab and assign User Group, but fill in Account tab with info which generates an error, then when you click Save, the user won't be saved, and that error is flagged up and you see a 'Couldn't save user' notice. At that point, though the fields under 'Account' tab are retained, choices made under 'Permissions' are lost, but that's not evident.

Because that tab isn't highlighted it's easy to try to fix the stated error, e.g. apply an unused email address where previously it had been a duplicate, click Save, for that to work this time, but then for that new user to not have been assigned to the User Group which you thought it should have been.

Steps to reproduce

  1. Create new user, making sure to choose a User Group from Permissions tab, but also apply something on the Account tab which will create an error, e.g. use an email address already in use.
  2. Click Save.
  3. Error state with 'Couldn't save user' will appear - fields under Account are retained, error is flagged, but choice made under Permissions tab is lost.
