System messages not in site's language for anonymous visitors #3388

Description

When sending a system message to an anonymous visitor of the site, the message is sent in the default site's language, not in the language of the site that the visitor was on at that time.

Setting the language on the message itself works but this seems like a handy improvement since we already "know" which language the visitor came from.
