Can't save entry with validation errors in disabled matrix blocks #3354

Description

Craft won't allow you to save an entry if disabled matrix blocks have any validation errors, in this instance a required assets field that was empty.

I think Craft shouldn't try and validate disabled matrix blocks as they have no impact on what's rendering on the front-end.

Additional info

  • Craft version: 3.0.26.1
  • PHP version: 7.2.10
  • Database driver & version: MySQL 5.7.23
