Summary

Add a documentation page outlining the basics of key assignment/delegation in interchain security

Problem Definition

At presend key delegation (which is a major feature of ICS) is poorly documented and there are no instructions how to use the feature.

Proposal

Write and publish docs outlining the key delegation.
