Once we have #26 complete through "Minimum Viable Useful IBC" and an implementation ready for deployment on the Cosmos Hub, write up the core IBC protocol into a single paper that can be read linearly.
This won't replace / supplant the specs, but is a useful format for conveying the protocol design.

I think "spec.pdf" will simply become this; the PDF form is popular with specification reviewers.
It will be too long for most academic paper formats, however, so parts of the protocol might be summarized in distinct "snapshot" papers capturing a version (hopefully consistent) of the specification at a particular point in time.
