  • Does it include application-level protocols?
  • What specs shall go where?
  • Who is expected to develop which specs in the future?

This should go in a Markdown file in this repository & some should be in a meta-ICS perhaps.

Yes, e.g. ICS 20.

  • What specs shall go where?

Specs for agreed-upon application-level protocols (encoding, semantics) shall go in this repository, and be reviewed / merged according to the documented process (subject to revision).

  • Who is expected to develop which specs in the future?

Core standards group for the transport/authentication protocol, many outside developers for particular application specs.
