Add back config command to gaiad

Summary

This command was removed when cli and daemon binaries were merged in the Cosmos SDK. The feature was brought back but now requires manual configuration in the application itself.

Problem Definition

The gaiad config command is currently missing.

Proposal

Add back the gaiad config command by following the example set in the cosmos sdk simd example app as seen here.
