 Note: The fee of 10 Atoms was originally intended to be a parameter that could be changed by governance (10 Atoms might cost too much in the future). However, we ran into some problems creating a new parameter as part of an emergency upgrade. After consulting with the Cosmos-SDK team, we learned that creating new parameters is only supported as part of a scheduled upgrade. So in the current code, the number of Atoms is hardcoded.
