As a user, I should be able to query a chain's supported modules/protocols/ports/versions and have that data returned in a machine readable format.

Aye. Ideally this can even reference specific application protocol spec names/numbers/versions.

This requires an ADR for the ABI (Client part) from #4322. Ideally, we should write it considering future work outlined in that issue.

So if we are doing an ADR, getting this in for GoZ sounds unlikely.

I don't think this is particularly relevant for GoZ anyways, it matters much more for the 1.0 release & future when many application-layer protocols will be in place (and themselves changing).
