Expose chain information via new RPC route

We should expose some chain specific information like account_prefix, bond_denom, gas_prices and some other chain/node specific data via a route

since chains can have more than one type of key, query might need to return a map with key_type: prefix

There's been a handful of these types of requests, especially for min_gas_prices. We can probably group all of these under a single endpoint or re-use an existing one like node_info or status
