Switch to using the new drowsiness system introduced in Add haloperidol, potassium iodide space-wizards/space-station-14#27454 for sleep related side-effects.
Some of the more extreme chems need more side-effects. You should not be able to have 5 pills of extremely potent painkillers without major side effects.
