Technical Hotline shutdown #3527

The Technical Hotline has been shut down as of June 1, 2023. The references to it need to be removed.

Also cypress/e2e/hotline.cy.j should be disabled and deleted.

The hotline is not mentioned in the FAQ section https://www.coronawarn.app/en/faq/results/#ramp_down_effects. The repo https://github.com/corona-warn-app/cwa-hotline is however archived.

I suggest to also add the shutdown date to

https://www.coronawarn.app/en/faq/results/#international_phone_numbers

For instance: "The operation of the technical hotline has been discontinued as of June 1, 2023."
