I tested cliwrap feature and it work very well for me, so I think it should be enabled by default on Fedora Silverblue/Kinoite, because it improves user experience. It is good for users that tries to run dnf or similar commands on Sillverblue/Kinoite, and without the cliwrap these users can be confused because of 'command not found' error. With cliwrap enabled, the command will work and give helpful message to user for example about different ways to install a package on Silverblue. I think enabling cliwrap by default should be proposed as feature in Fedora 37, what about this idea?

Hi, technically, we are not in charge of downstream builds. I tend to agree with you, but this repository issues would more for be tracking design/implementation details of this, and we already cover a lot of that in #2883
So...closing but, I think it is potentially worth considering a Change proposal for F37 indeed.
