mantle qemu-unpriv: Machines spin indefinitely for network-online

On the qemu-unpriv platform all tests which pull in network-online are disabled because of a bug in systemd before version 241 where if the DHCP server is sending no routes to the link it spins indefinitely in the configuring state. This causes the tests to eventually time out and die as network-online isn't achieved.

Once systemd 241 (or the relevant patches) land in RHCOS the ExcludePlatforms can have qemu-unpriv removed from it. Alternatively, we could look into getting the DHCP server to send data.

@arithx Do we know the relevant patches? RHCOS/RHEL8 is shipping systemd 239, so it could be a while before we see a newer version.

Any bugs we could reference would be useful, too.

@miabbott a cursory search reveals systemd/systemd@223932c7 for systemd-networkd-wait-online which should be present in v239. At the time of writing this I believe some CL channels were still on v238 while others were on v241 which might be the reason why I had initially assumed that v241 as the version fixing it.

Good find, although that only seems to be for networkd. I'll hunt around for something related to NM.
