Update to 4.1.0

Core Rule Set 4.1.0 is out 2 weeks ago and I was waiting for the update but don't see it here.
Can we please get the update to 4.1.0 now?

Hi @skrlance, thanks for coming by.

Coraza is a volunteering project so we do our best to keep up with updates but sometimes we can't catch up.

There is a section in the readme that explains how to perform the update so anyone could do the update and open a PR https://github.com/corazawaf/coraza-coreruleset?tab=readme-ov-file#how-to-update-to-a-newer-crs-and-coraza-config-version

Still I just pushed a PR so this process will be eased by a github action, hopefully that would improve the timing #18
