Followup to #18570 (add missing podman-wait). Tests are still flaking, even after podman wait:

[It] podman play kube seccomp container level
...
# podman [options] wait testPod-testCtr
1   <-- expected
# podman [options] logs testPod-testCtr
   <-- empty!
[FAILED] Expected '' to contain substring 'getcwd: Operation not permitted'

f37 root, and it failed two tests: the seccomp pod level one also.

Note that this is podman, not podman-remote (podman-remote has its own log-related flakes)

Merging into #18501. We have a LOT of different podman-logs flakes, let's try to track them in one place.
