CEP 1 should explain in detail what the steps and what the possible outcomes are. Bonus points if we can get it as a flowchart.

One item that is related is the PR format and making sure we have a way to avoid naming/number collisions and how numbers are assigned.

Answer the question of "If I start a CEP, should I grab the next number available based on the main branch or look through all open PRs?"
