Since 0.0.4, manif also can install python bindings based on pybind11 . We should package them.

Given that manif is an header-only library, so differently from ruckig (conda-forge/staged-recipes#14459) we don't need to have a single build process that generates two outputs with a dependency between the two, but it should be sufficient to just run the existing setup.py .
